What I want is the ability to choose the exact timezone for any
Province.

In Argentina the Summer/Winter daylight saving time is unpredictable.
The laws changing the time in Buenos Aires can be aproved in the same
week of the change. An not all the provinces follows. Some provinces
takes a scientific advice, some other just do politics.

San Luis is the only province that has a different timezone all the
year. But even when usually Mendoza has the same time as Buenos Aires,
it allways has a different weather.

I think I can have the same options for setting the gnome timezone as I
have for /etc/timezone

For now I'm editing manually
~gconf/apps/panel/applets/applet_0/prefs/%gconf.xml and it works.

If libgweather supports America/Argentina/Mendoza in the configuration
it should be possible to set this config option via the graphic user
interface.
