This is still an issue in Karmic, as of today. It's definitely low priority, as I haven't researched it for over a year, but it is annoying. Unfortunately, it's not something that I can reproduce reliably. That's why it's so low priority ... because it only happens between 50 and 75 percent of the time.
Further note: have only noticed it when I push the power button on my laptop. That is, the window usually pops up in response to me pushing the power button.
