Thank you for taking the time to report this issue and help to improve
Ubuntu.

cryptsetup is not intended to run as a non-root user, so if that's what
you're meaning to point out with your quoting of the errors on the
commandline, this is not a bug in cryptsetup.  Perhaps this is a bug in
gvfs, which I understand is what may be generating this password prompt
now in the GUI.
