Public bug reported:

Binary package hint: gnome-panel

The texture used by the default Lucid theme looks terrible on a left or
right oriented panel. The texture repeats vertically, when it should be
rotated.

Screenshot attached.

Steps:
1) Under System>Preferences>Appearance, set the Theme to Ambience or Radiance.
2) Right-click on a Panel and select "Properties".
3) Make sure the Background tab is set to "None (use system theme)"
4) On the General tab set Orientation to Left, and check Expand.
5) Drag Panel to left.

Solution:
Make the GNOME panels be smart about textures when using themes. When set to
Left, rotate the texture 90 degrees counter-clockwise. When set to Right,
rotate the texture 90 degrees clockwise.
Better yet (because the rotation won't be right for 100% of themes), put a
Rotate Texture option in the Background tab to rotate the texture. It could
also be made more robust for scaling by adding a Scale Texture option that
would take a percentage value to scale the texture up or down.
Of course, it would be nicer if the panel could figure this stuff out on its
own, but all themes work differently so it would probably be better to let the
user set it up to whatever looks right.

Also, while playing around with this, I discovered that the panels don't resize
textures either. Set the top panel to 40 pixels and the texture looks
bifuricated.
