Wow... :) This one is a bit odd. I did not fully understand what the original poster meant until I tried setting my bottom panel (containing the Window List Applet) to 41 pixels in height!! It appears as though the Window List Applet ends up using two rows to show open applications. I am including my own screen shot which will hopefully help others to understand the issue here,
