I confirm this, too.
Ubuntu 9.10, Evo 2.28.1.
As recipient of a mail tagged in Evo with "ask for read receipt" I don't get a 
pop-up opening the mail. This is so if I tag the individual mail or if I set it 
as general option.
Btw., "prioritize" the mail doesn't work as well.
I do not see the urgency of this bug as low. For business contacts it's very 
desired to have this possibility at hand.
