network-admin won't be back in Lucid since it conflicts with NetworkManager in most of its features BUT hostname setting. That's why it's been removed for a few releases now.
It's really sad there's no GUI to change hostname, but adding a whole tool to do that would be silly. If you really need a GUI for that, install the package - else, 'gksudo gedit /etc/hostname' isn't that complex either. Do people edit hostnames that often? If you want to discuss that issue, you may want to talk with developers on #ubuntu-desktop on IRC, or drop a mail to ubuntu-devel-discuss. But I can guarantee you there won't be a solution for Lucid (nobody has even cared since the few releases network-admin was removed).
