I have this problem on one machine running 9.10 on a radeon card and have had it after upgrading from 9.10 to 10.04 beta 1 on my laptop with an nvidia card. Even after a new, "clean install" I've had this problem (not sure, if the install tried to import some settings from my media- center partition which runs on 9.04). But I could get rid of it by creating a new account, and replacing all my "old" settings with the new ones (rm old ones, copy new ones from new account, chmod to old user).
