Because the new designed Users and Groups window is first introduced in Lucid, the issue is new with 10.4. So I only can check the themes dust and clearlooks. The result is however the same. The length of the translated text in those buttons is still longer than the original English version. With a smaller font (for me not usable) the button text gets better. I never met such issue before or elsewhere, because normally the button size scales up with the used font size.
