This is still and issue with 9.10 and 10.04 b2 (lucid-
desktop-i386_2010-04-12_0812).  The screensaver should care about USER
inactivity while powersave should also be concerned with system
activity.

A diff of two hard drives that contain more than 200 GBs each will take
quite some time.  Powersave should not kick in during this process but
the screensaver should work as configured by the user.  This will
require two separate notions of inactivity, one for the screensaver only
and one for both powersave and the screensaver.

Shutdown, NOT suspend should be the default action when the power button
is pushed.  There are many cases when a hung system can only be
addressed by removing power or forcing a shutdown.  Shutting a hung
system via the power button will do less harm that simpply removing
power.

Finally, hibernate and NOT suspend should be the powersave default
because data will be lost during suspend if power is lost.
