This is expected behaviour. Due to space constraints, we can only fit a
few language packs on the CD, and Japanese is one of them.

These can be downloaded post-installation (well, or automatically during
the installation, if there is network and Internet connectivity), which
is why we show the notification message below.

I believe all this should be related to the issue described in bug
553162 and the fact that some programs, most notably Firefox, ignore the
LANGUAGE value and use LANG instead.
