Public bug reported:

Binary package hint: file-roller

I have an rar archive which is created on win platform and the files in it have
Chinese filenames. I opened the archive with file-roller and found the
filenames were not recognizable. (This didn't appear until I upgraded my system
from ubuntu 9.10 to 10.04 a few days ago.) The same problem happens if I
extract the files.
Then I tried "unrar l myfile.rar" in the terminal, and it returned the right
information. The Chinese characters can be displayed correctly. But for the
same file, it displays unrecognizable characters in file-roller.

** Affects: file-roller (Ubuntu)
     Importance: Undecided
         Status: New
