Have the same problem. When I was on 9.10 volume control applet was present on panel. I'm sure I have not removed it manually. After upgrading to 10.04 it disappeared from panel and cannot be found both in system->startup and "rightclick->add to panel". I'm not experienced linux user, but for me it looks like volum control applet was deinstalled while updating and now there is nothing of similar functionality installed.
