Public bug reported:

Binary package hint: gnome-panel

GNOME 2.30 disables menu icons by default. But only some entries in
gnome-panel aren't showing icons. (3 last entries from "Locals" menu and
entire "System" menu). This looks really ugly. Why not use
"always_show_image" on those entries, or disable menu icons completely?

I agree with GNOME developers to disable "menus_have_icons" by default.
Right-click on desktop and see yourself. Only "Create Folder", "Create
Document" and "Paste" have icons.

If this isn't possible, just enable "menus_have_icons" by default in
Ubuntu.
