@Jerone -- the microsoft document you linked to slide 36 does imply that the BIOS key should do the same thing as the Win-P key. It is not at all clear that it intends that the BIOS should _send_ the Win-P key. It cirtainly does not recommend that they send a return sometime later to accept the dialog? Even if one is very charitable and interpret those words to mean the Win-P should be produced for Win7 the return behaviour is not sensible nor apparently required.
