The issue is what Ted described, launchpad doesn't handle documentation translations right now and ubuntu has no easy way to do changes in the documentation translation out of doing source upload for each translation changes, so it would be much easier to convince upstream of the interest of the change if we believe the new wording would be a win, we decided previous cycle it was not enough of a win to break documentation translations in all non english locales though
