On y eeepc 900 with 1024x600 evolution is my favourite and only email reader. It is certainly not unusable.
The problem with dialog boxes on small screens is not unique to evolution. Fortunately Ubuntu allows you to solve this by click and dragging while holding the Alt key pressed anywhere in the dialog window. This will allow you move the dialog beyond the screen borders and completing the dialog. I propose to close this issue as fixed.
