+1 for Importance. I think the usability (or lack thereof) of a user interface should not depend on how it looks like. For instance we don't expect the theme to define the pointer speed, double-click time out etc either?
I think it should be possible to use the user interface with straining ones muscles no matter what a theme does; 1px on high res screen really is beyond what I consider usable.
