According to 503372 this was fix in 2.30.1-0ubuntu1 with the following:
Take default settings from last document opened. Fixes
regression caused by migration to gio metadata (#606090, Carlos
Garcia Campos) (LP: #544639, #503372)
However, I was able to reproduce this on 2.31.90-0ubuntu2 on 10.10 beta
amd64. The last used settings are not maintained AND using Ctrl+T to
save current settings as default is not working.
