Binary package hint: gnome-panel

Ubuntu 10.10 maverick x86_64 (development branch) with latest updates.

How to reproduce:
1) There should be one panel at top.
2) Add new panel (using popup menu of the top panel). It is added at bottom.
3) Add some application launcher (I added Firefox) to the bottom panel. 
Probably this step is optional.
4) Make the bottom panel not expanded and auto-hidden: go to its properties and 
uncheck "Expand" and check "Autohide". See "correct-view.png" attachment.
5) Logout.
6) Login again. The bottom panel "jumps" to the top. And when you go to its 
properties and change orientation to "Bottom" it reverts to "Top" again by 
itself.
