Power-manager only present stuff reported by HAL, and lshal does not report battery and lid. /proc/acpi has entries for battery and lid, so I suspect kernel is presenting them to userspace, this is why I think HAL is the prime suspect, but it can also be the kernel reporting some state differently and breaking HAL as a side effect.
