Ubuntu better. A new version of GNOME Control Center is available on
Maverick and we are wondering if this bug is still an issue for you with

root owned process does not chang mouse cursor while user owned process had
been changed using gnome-appearance-properties, root owned processes are using
the default mouse cursor style
