For me issue is that, despite the default layout is USA, and previous window
had USA, the layout in new window is somewhy Rus, and due to bug 637360 it's
different from shown. However, if you press a shortcut, the layout changes
*indeed*, indicator doesn't change, but it becomes right.
I believe that some patch should fix both issues.
Since many people shown to be affected, I mark this as confirmed.
