It turns out I was having some problems with a failing hard drive causing high iowait when swap memory was being used.
However, I have replaced the hard drive and are still having similar problems (but of a lesser magnitude) in a clean Ubuntu 10.10 installation. I have a HP 530 Notebook PC with 1 GiB of RAM and 4.7 GiB of swap. I'm happy to provide other details if you think they are relevant. The memory usage of evince appears to move around a bit while it is trying to load the third page (I assume one of the diagrams is causing the problem) from around 300 MiB to 600 MiB, but the memory taken away from the system appears to be higher.
