Running Ubuntu 9.10 Linux 2.6.32-22-generic
I had a very similar problem . It started after I had been playing around with 
compizconfig settings, cant remember what I changed ,but afterwards the shift 
key on my keyboard did not work. I tried all of the things suggested here and 
the only way I could get it to work was by selecting Metacity window manager 
and turning off all visual effects. Anyhow I stumbled on the solution
and here it is.. open CompizConfig Settings Manager in the left hand panel go 
to Preferences, under Profile & Backend tab hit reset to defaults 
Good luck it worked for me
