You mean there's nothing else printed than:

when you click on time-admin's lock button?!

What if you run:
export PID=`pidof gnome-settings-daemon`
pkcheck --action-id org.freedesktop.systemtoolsbackends.set 
--allow-user-interaction --process $PID


It looks like PolicyKit doesn't allow a non-root user to check for 
authorizations; or polkit-gtk passes details that are not allowed for a 
non-root user.
