as discussed previously, this is a kludge and affects only people in
time zones greater than UTC+12 during their daylight savings, which is
far fewer than affecting everyone in a minus time zone all the time
(half of the world, including the americas) as the previous code did.

also as discussed, the correct solution is to simply calculate the UTC
equivalent to the current local time, and use that to open Evolution.
not that hard.
