There is already an upstream bug for this: https://bugzilla.gnome.org/show_bug.cgi?id=602751 Gnome-panel maintainers are not interested in making any more major changes and only going to be fixing major bugs.(since gnome-panel has been abandoned in gnome-shell). I'm pretty sure this wont be changed.
