Ah, I now see the problem. There are two different settings: Switching off the screen after a certain time (that is what you set with "Put display to sleep when inactive for" and uses hh:mm values) and "dim the screen when idle". The latter setting does not care for the time you set but uses a standard value of 10 seconds. You can change this value using gconf-editor ( /apps/gnome-power-manager/backlight/idle_dim_time ). I agree that this is not user-friendly and apparently also against what the documentation says.
