Thank you for using Ubuntu and reporting a bug. While adding a password dialog to seahorse for showing passwords sounds like a good idea, it actually doesn't help security in a significant way. To understand why it is important to note that by default your keyring is unlocked upon login to your session. This way programs like network manager and evolution can access the keyring when they need to. If someone has access to your system when your screen is unlocked, that person can do anything with your account, including running a program to dump the contents of your unlocked keyring. Adding a password protection to the keyring does not add any real benefit, only inconvenience. If you want to make sure someone else doesn't have access to your system, make sure you lock your screen.
