In my opinion the menu location has to do with that in the following way: 
before Natty, the menu was in the evince window. In Natty, the menu is not so 
easily discoverable (there is another bug on this issue). Regardless of that, 
let's take the most common use-cases of using evince : it is meant to handle 
PDF files. What can people do with PDF files?
* read/scroll through PDF files -> available with scrolling and using the 
next/previous page buttons in the toolbar
* go to page number -> available in the toolbar
* search pdf -> available toolbar
* print -> only available in the menu, but can be added to the toolbar
I think these are the most commonly used features of evince.

As the toolbar editor supports adding the print toolbar item, I think it
would be nice to have it added by default.
