@abi:  Here's how I did that for Chrome, using #24.  You can do this for
any browser:

1) Get a copy of your existing one (from 
/usr/share/applications/chromium-browser.desktop).
2) Edit the Exec line to add the switch.  I added "--new-window".
3) Call the file something like "chromium-browser-new-window.desktop".
4) Stick it in ~/.local/share/applications.
