I think Canonical "fixed" this problem in Ubuntu by deciding to move to
Thunderbird in 11.10.

That's fine by me, I moved to T-bird a while ago, after observing the
Evolution developers' response to a number of bugs. They have a peculiar
design philosophy which does not permit much flexibility, and it appears
that adapting the program to multiple screen sizes falls beyond the
boundaries set by this design philosophy.

T-bird + Lightning works pretty well on small screens though,
particularly with a couple of add-ons.

So, my suggested work-around for this bug is to drop Evolution and
migrate to Thunderbird.
