Public bug reported:

Empathy always starts up with my status flagged as Offline.  Sometimes I
can click on my username in the notification area and click Available
and all will be well for the current session. But the statuses are
usually disabled (dark grey) until I go into Chat Accounts.  In Chat
Accounts all the accounts are set "On" but with the description "Status
is set to Offline".  If I switch them to "Off" and then "On" again, they
connect and all is okay for the current session.

There seems to be no way of setting status to start-up online by
default.

I have read other reports of requiring dconf, but this was a fresh
install of 11.04 and libdconf0 0.7.3-ubuntu1 seems to be already
installed.
