I am not yet on Natty but will upgrade some time soon. I can confirm that the problem still persists on Maverick. Some more information. It seem that all screen edges, not only the top edge have a problem.
If a window touches the left or right edge, the mouse curser will, near this edge, first change to the resize curser as it hovers over the window border. Then it is possible to move the mouse seemingly one more pixel towards the screen edge and the mouse curser changes to pointer again. Moving the cursor against the screen edge should allow to operate whatever window border/function is aligned with that edge.
