Public bug reported: I have the latest oneiric, tried to change my keyboard to dvorak. No can do from all included taskbar menu options. Not present anywhere. There are two keyboard menu options where it should be included, but it is not. I ended up running gnome-control-center in a terminal. Since I was able to install dvorak by running in terminal, this is probably not a gnome-control-center bug, but has to do with the setup in the left-hand taskbar.
