Public bug reported:

documents:

"Debug Logs

    Evolution 2.30 User Guide
    Advanced Configuration

Evolution allows you to view the error logs and set the display duration
for the error messages that appear in the statusbar. When an error
occurs, statusbar displays the error message for the specified time,
then it is moved to the debug file.

From the Help menu, select Debug Logs.
Specify for how long error messages will be displayed in the statusbar."

None of this is true. There is no DEbug option in the help menu, and
SMTP errors (for instance) are not displayed, neither via pop-up, nor
via status line.
