I doubt this has been fixed in gnome-system-tools as such. However network-admin appears to have been removed from gnome-system-tools by GNOME 3 and I cannot currently find any UI for this, although the network.ui file is still present in the gnome-system-tools package. I don't know what e.g. XFCE users are currently supposed to do for dialup configuration.
