(This paragraph is in reply to #3.) This is not the case for me. The description of my problem is very close to the title of this bug (except for "no longer shows" part that should be "doesn't show" in my case, because it never worked for me, actually). Although, my report is not very reliable: my system is not Ubuntu, but Ubuntu based (Trisquel). I have three layouts, but current layout was not shown (the indicator *was* on the panel in the form of static icon, that resembles keyboard).
This problem took place in my Trisquel 4.5, and had not disappeared after upgrade to Trisquel 5.0. Workaround that finally solved my problem: I created "New Panel", added to the new panel all I need (including "Indicator Applet"), removed the old (standard) panel.
