Well, I also have the problem in Oneiric. It really drives me nut. I tried every combination of xorg.conf settings but could not get a setting with good results.
I'm using no window manager at all! I use the User Defined Session option from lightdm and start XBMC from there. Without xorg.conf I have no tearing (because SwapBuffersWait is the drivers default) but an irregular frame rate. Probably because XBMC cannot sync on the retrace in that configuration. When I add Option "SwapbuffersWait" "false" to an /etc/X11/xorg.conf and enable VSync in XBMC I get regular frame rates when watching video but always with tearing. The VSync Intel driver machinery on at least the Intel 945GM (first generation MiniMac) is really screwed up. I'm using an HDMI display, I cannot remember having seen this issue when using analog VGA output.
