Than you for your answers . I did some more searching (as to where to
address my vision of why it is so wrong to have things that way) , and
found out that you are one of the developers . So I'm thinking of how to
emphasize it more , but I'll just say it - it's important to have a more
flexible system (as a grid of icons launching standalone apps) , because
the linux environment is user developed , and special integration into
capplets , or whichever other complications you may introduce , Will
mean that some applications will never appear in the system menu , and
others will take their time . I know that having a unified design is
important , but I'm pretty sure it's one step under functionality . One
can have unified design for standalone apps - no problem ,therefore I
don't see why the System settings menu had to get locked .

I know it's not the biggest problem in the universe ,but it's the first
time I stumble upon a regression in development for ubuntu , and I
didn't think that happens much in the linux world . That's why I'm keen
to see if one (I in this case) can make a difference for the better in
the development .
