Public bug reported:

Previously when using a root nautilus browser the global menu would be disabled 
& nautilus's menu would return to the nautilus window.
This no longer happens & no menu is available in a root browser.
I'm aware that the use of a root nautilus browser is 'quitely' being discoraged 
(At least that is my impession.

In any event this does represent a regression of sorts, if anything can
be done about this that would be nice, if not so be it.
