I did some further research. 1. this bug is not present in precise alpha 1 (but the UI has changed since) 2. the color around the screen is always the same as the color around the tabs. Changing to a theme that has both of these colors same "fixes" this bug (like the provided high contrast theme). 3. I browsed the code of gnome-control-center in launchpad, and am quite confident that the primary-color (pcolor) and secondary-color (scolor) got mixed up.
