so i googled around again and found the following:

I know, another distro another kernel.
But it is quite the same phenonemon.

is a report about some kernel issue, which maybe could be the cause...

I tried:
laptop-mode-tools weren't installed on my PCs
So I installed it on 2 PCs. 
After restart one powered off after shutdown via GUI the other didn't.

I removed laptop-mode-tools on the PC were it didn't work and restarted:
Now it powered off after shutdown via GUI.

Now I tested shutdown again and one powered off after shutdown via GUI
the other where I installed and removed the laptop-mode-tools did not
power off after shutdown via GUI.

so....
