I've been looking the commits and found

 but it has no real rational for the change nor pointer to a discussion,bug 
with details.

I guess there is a motivation behind the change, is it documented
somewhere. Would you consider having the behaviour optional for
distributions which prefer to keep respecting the FHS location?
