I can confirm this bug with Metacity on 12.10. On the second launch the
window is in full size, but not maximized.

  1) Maximize Gnome System Monitor so that the controls are merged with the 
global menu.
  2) Quit the appliaction.
  3) Find the applicaiton in the dash and click to open it again.
  
  4) Gnome System Monitor is not maximised in the same way as it was
  previously.
