In Saucy, Ubuntu split Shotwell up into a couple of packages -- shotwell and shotwell-common. I'm not sure why they did that, but the .ui files are in shotwell-common.
However, in Yorba's PPA, we simply have one package: shotwell, which contains the .ui files. It may be that when you switch to or from our PPA, you need to uninstall shotwell (and shotwell-common) before re- installing from the other PPA. However, no one has reported this problem so far, so I don't know why you'd be the first to see it.
