Public bug reported:

No matter what is in xorg.conf or gnome monitors.xml, display settings
including monitor position and resolution are applied upon logging into
Gnome Shell. The only workaround right now is to kill gnome-settings-
daemon and restart it while in the session, which will apply the
settings.
