As I see here - bug is going to be fixed for every separate application which is completely wrong approach. THIS IS THE MOST CRITICAL BUG since 13.10, and should be fixed for all apps in one place. Users do not care how it works internally, we only know that regular Ctrl+C do not work with any non-latin layout.
