Public bug reported: currently stop, continue, end and kill request seem to be simply skipped when a process is uninterruptible. It'd be good enqueue the action for the process and send the signal as soon as it is interruptible again and indicate that by changing the control labels (in the application and the context menu) to "Stop/Continue/End/Kill process when interruptible" during the time it is uninterruptible.
